I got this error a lot when my Dart class included generated files (like "part 'my_class.g.dart';"). The files were there, but the file name was underlined in red. And when I clicked the file name, the file actually opened. Yet, IntelliJ still insisted that the file was missing for days on end. Closing and then re-opening the whole project fixed it.
